Does Rune of Razorice stack?
They will not stack. It will increase the proc rate though and it used to be viable before Razorice was changed into a 100% chance on hit. Also, you can use Fallen Crusader on your main hand and Razorice on your off hand.

How does Runeforge work?
A weapon can only have one rune on it at a time, but runes can be freely changed at a runeforge. Causes 2% extra weapon damage as Frost damage and has a chance to increase Frost vulnerability. Has a chance to heal you for 3% and increase total Strength by 15% for 15 sec. Increases Armor by 5% and all stats by 5%.
