Does flourite black sand need to be rinsed?
all flourite products need a good rinsing before using to reduce cloudiness. granted you can proceed without rinsing at all, but you will have cloudiness that will take time and a lot of filterfloss to clear up. Flourite products are great.

I have used normal Flourite and Flourite Black (sand), and both are fine for shrimp. Small amounts of copper will not kill shrimp.

No it never needs to be changed out, it would be like gravel or sand but with the benefit of channeling nutrients to your plants roots.
Do I need root tabs with flourite?
Flourite contains no macro nutrients and because of its low cation exchange capacity (CEC) releases low levels or micro nutrients to the roots at best. Not only would I use root tabs (I like Flourish Tabs) but I would add fertilizer to the water column as well.
How do you use black sand flourite?
When adding water to aquarium, fill slowly to avoid disturbing Flourite Black Sand substrate bed. Place a bowl in the aquarium and add water directly to the bowl, allowing water to overflow softly on to the gravel bed. Initial cloudiness is normal. To remove cloudiness, use mechanical filtration (such as filter floss).
