Zauz tells you that you need to visit Oshus over at Mercay Island as he has the ability to combine it with the Sand of Hours. Return to Mercay Island and make your way over to Oshus at the west side of the island. Speak with him and he will infuse the blade with the Sand of Hours, forming the Phantom Sword.
