Technically, a few wild Pokemon can be found in the city, but the location of the grass can only be reached through Castelia Sewers, which is found on the pier on the far right….Castelia City.

How do you unlock the relocator?
The Relocator is unlocked by inputting certain keywords to answer questions using the easy chat system when talking to a Scientist in Castelia City. The Scientist is located on 11F of the building on the west side of Central Plaza. After unlocking the Relocator, it can be accessed from the main menu.
How do you get team plasma in Castelia City?
Team Plasma in Castelia City? The Gym is on the final street you come to on the shoreline. It’s on the right side of the street — Cheren and the leader, Burgh, will meet you at the door. Follow them to the Pier between the Battle Center and the Pokemon Center on the shoreline, Prime Pier.
How do you get into the Castelia city gym?
Enter the Gym across the street from the Team Plasma HQ and receive your Fresh Water. The honeycomb maze of the Castelia City Gym features strange doors that resemble gooey membranes. To traverse them, simply hold UP on the D-Pad and you’ll eventually pop through the doorway (hit DOWN to travel back through them).

Head all the way to the left, and go to the dock. There’s a man with a boat, who will take you to Liberty Garden. You’ll find that Team Plasma is there, and after defeating a few Grunts, you’ll be able to battle and catch Victini.
